ECE Regulations 6, 7 and 91 Explained
ECE Regulations set the legal framework for vehicle lighting across Europe and in most countries that recognise UNECE type approval. For tactical and defence vehicles the requirement is often overlooked, but any vehicle that uses public roads has to meet them regardless of who operates it.
Three regulations cover the signalling functions that appear on almost every vehicle: R6 for direction indicators, R7 for position and stop lamps, and R91 for side markers.
ECE R6: Direction Indicators
ECE Regulation 6 governs direction indicators, or turn signals. It sets requirements for colour, intensity, beam distribution, visibility angles, and flash rate.
Indicators must be amber. There is no permitted alternative colour and no exemption for military vehicles operating on public roads.
Flash rate is fixed at 90 flashes per minute with a tolerance of 30 either way, giving a permitted range of 60 to 120. This is the requirement behind hyper flashing when an LED is fitted to a circuit expecting a filament bulb, since the reduced current draw pushes the flash rate above the legal limit. R6 divides indicators into categories by position. Categories 1, 1a and 1b cover front indicators, categories 2a and 2b cover rear, and categories 5 and 6 cover side repeaters. The category appears on the approval mark, which is how you confirm a lamp is approved for the position you intend to fit it.
Direction indicators can be integrated into multi-function lamp units, provided the indicator function passes the photometric tests of R6 in its own right.
ECE R7: Position, Stop and End-Outline Lamps
ECE Regulation 7 covers three related functions:
- Front and rear position lamps
- Stop lamps
- End-outline marker lamps for large vehicles
Colour requirements are strict. White at the front, red at the rear, amber at the side. Getting this wrong is one of the most common approval failures, and it is not a matter of interpretation.
Intensity has both a minimum and a maximum. A lamp must be bright enough to be seen clearly and dim enough not to dazzle other road users, which is why simply fitting a brighter LED into an approved housing invalidates the approval.
Approval marks under R7 use letter codes. A indicates a front position lamp, R a rear position lamp, and S followed by a number indicates a stop lamp, with S1 and S2 covering standard stop lamps and higher numbers covering centre high-mounted stop lamps. End-outline markers are marked AM at the front and RM at the rear.
Tactical vehicles frequently combine position, stop and blackout functions in a single housing. The blackout function falls outside ECE entirely and is governed by STANAG 4381, but the civilian functions in that same housing still need their own R7 approval.
ECE R91: Side-Marker Lamps
ECE Regulation 91 applies to side-marker lamps, which improve visibility of long or wide vehicles from the side. These matter most on tactical trucks, trailers, and armoured transports.
Side markers must be amber, with the exception that red is permitted for the rearmost lamp where it is grouped with other rear lighting functions.
R91 defines two categories. SM1 may be fitted to any vehicle. SM2 is restricted to vehicles below six metres in length. Fitting an SM2 lamp to a longer vehicle is a compliance failure even though the lamp itself carries valid approval.
Spacing is defined by vehicle length rather than left to the installer. The regulation sets maximum distances between lamps and from the front and rear extremities, and these are the rules most often breached on trailers and long-bed vehicles.
How to Read an ECE Approval Mark
The approval mark is stamped or moulded onto the lamp, and it tells you everything you need to verify compliance.
The circled E followed by a number identifies the country that granted approval. E1 is Germany, E4 is the Netherlands, E11 is the United Kingdom, and so on. Approval granted by any UNECE contracting party is valid across all of them, so an E1 lamp is as valid in the Netherlands as an E4 lamp.
Alongside the circle sits the approval number, and near it the category or function codes described above. A lamp marked with a category 2a code is approved as a rear direction indicator and nothing else.
If a lamp carries no E mark at all, it has no ECE approval regardless of what the supplier claims about it meeting the standard. Meeting a standard and being type approved to it are different things.
Why This Matters for Tactical Vehicles
Military procurement often focuses on MIL-STD and STANAG compliance, and reasonably so. But a vehicle that drives on public roads between bases, to ranges, or on exercise is subject to the same road traffic law as any commercial vehicle.
MIL-STD and NATO approval does not substitute for ECE type approval. For dual-use vehicles both are required, covering different functions on what may be the same physical lamp unit.
The consequence of getting this wrong is usually registration refusal or an operational restriction rather than a fine, but either can delay a programme significantly.
